For publicly funded EU projects, the Open Science approach means that

• publications that are peer-reviewed (especially articles in journals) are made available in Open Access (OA),
• scientific data (belonging to OA publications and/or raw data) are made available as Open Research Data (ORD) where possible.

However, this does not mean that EU project results must generally be published in Open Access: Prior to publication, a decision must be made as to whether the results should be used for other purposes or whether they should be legally protected.
